I am reporting capital gains from a foreign partnership which does not have an EIN. The program does not allow me to efile without this information. What should I enter?

I tried 00-0000000 and 99-9999999

Since you don't have the number then you should mail your tax return.  Use the link below for instructions to print and mail your tax return.
