Why am I being charged twice to file a 2nd State tax filing

I had to file a 2nd State Tax form so Turbotax charged me $$40 plus tax $ total $43.35 for that 2nd State form.  Then when I went to fil it the Federal and both States it would not let me file until I paid a additional $20? Why?
