Trouble with 1099-R and filing NYS return

Getting an error message when I try to file--"Form 1099-R: Box 14a For electronic filing, New York State withholdings can not be greater than or equal to gross distribution or state distribution."

There is no Box 14a on my 1099-R.  Filed my Federal return with no problem, but I am stuck for my NY return.  Since the state requires electronic filing, I am dead in the water.

HELP!!!

14a is just the first row for box 14.  Do you have state withholding in box 14?  Then put the amount from box 1 into box 16 for state distribution.

I went back and edited the 1099-R to add the box 1 gross distribution to box 16  and made sure box 14 had the NY state tax withheld but it is still not being accepted.

Filed the Federal, still stuck on the state.  This seems like a TurboTax problem...

Then delete the 1099R and enter it again Manually.  That usually fixes it (especially if you imported it).   If that doesn't work call support.
