I am an out of state college student that goes to school and works in Minnesota. However, my state of residency is Illinois, its where I have my bank, driver's license, etc...I am confused whether I file a nonresident tax return for Minnesota or a resident tax return as I plan on staying in Minnesota for most all of my undergrad degree. Does Minnesota's 183 day rule come into play? I am so confused!
Yes, the Minnesota 183 day rule does apply to you. The only exceptions are for Military and for residents of Michigan and ND. This means you will need to file a resident or part year return for Minnesota if your income is greater than $12,525.
If you are still returning to your home in IL when you are not in school or when school is done, you would then you would also file a resident return for IL.

Yes, if you are still going back to IL as your permanent home then you would need to file a return in both states. Being away just for education is considered a temporary absence so they will still tax you as a resident unless you have made the other state your permanent residence which it doesn't sound like you have.
