NJ Form 2210 Exception 3 & 4

NJ Form 2210 underpayment of estimated taxes asks "attach calculations" for exceptions 3 and 4.  What are they asking for?  Turbo Tax seems not to have provided for attaching calculations even if I know what they want.  I had a year end windfall capital gain and paid estimated taxes with my Q4 payment requiring form 2210.

The reason it is asking you this is you are claiming an exception for not paying the penalty. These are the exceptions according to this IRS link..  

 

Exceptions to the Penalty

You won't have to pay the penalty or file this form if either of the following applies.

  • You had no tax liability for 2018, you were a U.S. citizen or resident alien for the entire year (or an estate of a domestic decedent or a domestic trust), and your 2018 tax return was (or would have been had you been required to file) for a full 12 months.

  • The total tax shown on your 2019 return minus the amount of tax you paid through withholding is less than $1,000. To determine whether the total tax is less than $1,000, complete Part I, lines 1 through 7.

I think the program is looking for specific information regarding your 2018 tax return. At this point you may wish to contact a specialist that can work through that section of the return with you.
