I prepared my NYS taxes on TurboTax but I cannot select to e-file. However, when I download the document there is a section that says I am required by law to e-file.

You are required to electronically file your return if you meet all three of the following conditions:

• you use software to prepare your own personal income tax return;
• your software supports the electronic filing of your return; and
• you have broadband Internet access."

Since TurboTax does not allow you to e-file your return, you can go ahead and print and mail your return.
