I live in pa and work for DC Metro (DC address). I had no state taxes withheld (line 15 - 20 are blank), how do I file?

I filled out my federal return. line 15 through 20 of my W-2 was blank.  when I moved to state return it shows that I have no income for PA.  Do I need to go back to my federal and claim out-of-state income?

In the My Info section, you should enter PA as your State of Residence, and you should answer No when asked about having other state income.  If you work in DC and live in any other state, you're not required to file a DC return.  All your income is PA income, and taxable by PA.

If you haven't already done so, you should file DC Form D-4A with your employer.  Here's a link to that form: https://otr.cfo.dc.gov/sites/default/files/dc/sites/otr/publication/attachments/2018%20D-4A.pdf

So how do I enter my pa income on my state return? Turbo tax does not give me the option to do so once the federal portion is done.
