I live in Nebraska but work in South Dakota. South Dakota does not take out state taxes. Do I need to pay Nebraska state taxes since I live here but didn't earn any money

Yes. If you are a permanent resident of NE, then you will need to report all income from all sources (including SD-sourced wages) on your NE resident state income tax return.

No SD filing is required because SD have no state income taxes. (That is why no SD withholdings were taken out of your SD wages.)
