Does turbotax guide Oregon nonresidents through the Amtrak Act?

I meet all the qualifications for the Amtrak Act but it doesn't look like turbo tax is recognizing my Oregon wages as exempt.

The answer to your question is that TurboTax can properly handle the (1990) Amtrak Act exemption as it applies to Oregon state taxes, but the program won't automatically guide you through it, and you will need to make some manual entries using the "Forms Mode" of the software . . . which is only available in the desktop versions of TurboTax (not online).

Using TurboTax desktop software, the basic process for claiming an "Employment Exemption" on your Oregon tax return (which covers Amtrak Act interstate employees, as well as Federal dam workers and Federal waterway workers), is outlined at the following AnswerXchange post:

Perhaps UNaffordable Care Act would be a better, truly descriptive, title?

Last year it worked but this year it doesn't. I went to the OR NR info form and clicked You are considered an Amtrak worker but it didn't change a thing. This was the only post that had the potential of answering my question and to talk to a human costs $50.00! Incredibly bad customer service and support. Ridiculous!

Also, I am very unhappy about having to pay $45.00 to buy OR state after buying federal only when it is only $10.00 when you buy it initially. Talk about a rip off!

The link you provided is not working and I am not finding any other resources as to how to claim the Amtrak exemption for OR nonresidents.

You don't have to claim that on your tax return.   If you are an employee, you only have to pay income tax to your resident state if you are covered by the Amtrak Act of 1990.

See MaryK1's explanation here.
