Your state return for 2020 has to be filed by mail; it cannot be e-filed.   If you used TurboTax to prepare your 2020 federal return you can use the downloaded desktop software to prepare the state return and then print, sign and mail it, or you could just get the paper forms from the state to prepare by hand to mail in.   You cannot use online software for a 2020 return.
