Certainly.  You can file a substitute 1099-R using the instructions in the link below. When you enter your 1099-R you will be asked if you need to crate a substitute form. Watch the screen and check the box. You may have to mail your tax return using this method. The image below is from TurboTax Desktop and TurboTax Online will be similar.
