Is just the address portion incorrect? As long as there are no withholding for an incorrect state, the address does not matter.
I work contract and paying estimated taxes. I lived in Georgia until the end of January 2021. I moved to Florida (no state taxes). I found my 1099 still has the old Georgia address.

I just received my 1099-NEC for the year 2021 but it has my old address from TX.
I lived in NC for the whole year of 2021.
Also, I don't see any withheld amounts in Box 4 (Federal) and Box 5 (State).

You worked and earned all of your money in North Carolina so all of the income will be reported there. The address on the form has no bearing in terms of where you need to file.
As far as not having any federal or state withholding, that is expected with non-employee compensation. If you are used to having a W-2 job, you understand that the withholding is taken out throughout the year and the employer covers one half of self-employment tax. As a self-employed worker, you are responsible for both ends of the self-employment tax.

As per my understanding, since my 1099-NEC has my old address of TX, the payer didn't file/report it to NC.

The address it was mailed to is not relevant. Unless you plan on claiming it was income earned in Texas, and avoiding state taxes, you would have to apply that income to the state you earned. If you did decide to omit that income from your North Carolina return, and you get audited, the mailing address won't be a valid way to get out of it.

You want the form on the screen to match your form. You can also upload the form. Remember, the states and the fed talk taxes with each other. Report, pay, be at peace.
The locality listed is incorrect. My address had been updated since I stopped receiving unemployment (I understand the address listed on this doesn’t matter) but locality listed on my 1099-G is reflecting new address (different locality from when I had been receiving ue)
I am going to assume the new locality has a higher tax than the old one? For example, New York City has an additional tax that other parts of New York do not. If that is the case and the state erroneously typed in your new locality on the form, I would not fill it in. Leave it blank and just fill in the state. If they send a letter, you will just verify where you lived during the time you received the unemployment.

What kind of 1099? There are over a dozen kinds, 1099G, 1099R, 1099NEC, etc, you have to contact the issuer and give them your address.
If it is for a 1099NEC for self employment you don't need to get the actual 1099NEC to report your income. You can enter it as Cash or General income from your own records.
TurboTax does not have 1099's sent to you.
A 1099NEC is typically issued by an individual or business for whom you performed work as an independent contractor, so seek a copy from them if you did not save yours. Many of the other types of 1099's are issued by banks, brokerages and other financial institutions from which you can seek copies.
If your address changed it is up to you to inform the issuers of 1099's about your new address. And make sure you have filed a change of address with the post office to have your mail forwarded to the new address.
