I have a corrected 1099-R from 2016, issued on 8/3/2017 for over payment of 401(k) rollover that occurred in 2016, does that get entered under the 1099-R for 2017?

No, you will need to amend your 2016 return for the corrected 2016 1099-R.  

Amending a return you originally prepared in TurboTax is quick, easy and free.  Just be sure to carefully follow the instructions to begin your amended return.
