Enter the 1099R into your federal return.  The information flows to the state return.  The software will use the state's tax laws for retirement income.

To enter your retirement income, Go to  Federal> Wages and Income>Retirement Plans and Social Security>IRA  401 k) Pension Plan Withdrawals to enter your 1099R.

Enter your 1099-R on the federal return.   Where do I enter a 1099-R?    TurboTax will transfer the information to your resident state return.   You don't have to enter it on any state return.
