Federal income tax liability in 2018? What does that mean? I'm having a really hard time figuring out what numbers to put in what boxes

It is asking the amount of your tax liability.  How much was your total tax bill?

You Federal Tax Liability for 2018 is your Total Taxes that you owe the IRS.  You can find it on line 15 of your return.
