Can the free version of TurboTax be used if the taxpayer receives a form 1099-B? If not, should the (non-free) online version of TurboTax be used to report 1099-B info?

No, you need TurboTax Premium for a 1099-B.     You can use any version of the desktop program to report a 1099-B, but if you are using the online version, only the Premium version handles 1099-Bs.

No you can't use the Free Edition for 1099B.   Not even Deluxe.  You need to upgrade to Online Premium.  Or any of the the Desktop CD/Download programs.
