If your 1099-R has a state withholding in Box 14, you must enter Line 15 and 16 as well. If your 1099-R does not have a state payer number, it is possible that they do not have one. Not every payer of retirement distributions has obtained payer numbers for every state. You should try and contact the payer for their NY state identification number.
If you are unable retrieve a state identification number, you could enter their federal EIN (as shown under the Payer's TIN box) for your Box 15 input.
Lastly, enter your state for Box 16.
Once complete, you should be able to e-file.

Correct, NY in particular is touchy about that...you cannot have NY withholding (box 14) if nothing was distributed (box 16).

For my own state (NC), the software automatically back-fills box 16 with the value of box 2a...and box 2a is the proper value that needs to be in box 16 for me, since 2a is somewhat lower than box 1 due to some after-tax contributions to my 401k.
Putting in the Gross amount in box 16 allowed me to file electronically. Thanks for your help
The vanguard 1099-R has 0 in Box 14(no 14a) and box 16 is empth. Turbotax2020 won't let me file.
If the amount in Box 14 is zero, leave it blank and just skip over it. Don't enter a 0 for any blank boxes.
If you do not have an amount in Box 14 (State tax withheld) of the 1099-R, delete any entries you may have in boxes 15 (Payer's State/State No.) and 16 (State distribution).
If you have an amount in Box 14 and Box 16 is blank, enter the amount from box 1 in Box 16.

@Diane471 The people who issued that 1099-R have used an improper formatting for the boxes numbered 12 and higher. TTX is using the proper 2020 box numbering for boxes 14,15,16 on the 1099-R, and NOT your 12,13,14
The box 12 $$ in your form, go into the TTX software's box 14. Your 13 goes into TTX's 15, Then you put box 2a $, or box 1 $ into box 16.......or if you are going thru the interview....into the State Distribution amount. (normally it is the $$ from box 2a, if box 2a has a real value in it.....otherwise, the Federally-taxable amount from box 1...which is usually, but not always, the $$ in box 1).
I'm having the same issue. NY state filer. TT imported the data from Vanguard and I've tried blanks in 2a,14 and 16. I've also tried 0 in all 3 boxes and no luck. My personal data for all boxes mentioned are 0s. Suggestions?
Not to be snotty, but... You guys have known about this for a few weeks now. Is there any chance you can issue an update? There are plenty of people having this issue.

IF box 2a on your real 1099-R is empty, you need to leave it empty on the software's box 2a too.
Then you use box 14 only if thee is a real value in it on your real 1099-R, otherwise leave it blank too.
Then copy the value of box 1 $$ down into box 16.

That being said, there have been other issues with 1099-R forms for NY and a couple other states that may not be fixed until late next week.....but have nothing to do with the box 14,15,16 issue.
Yes...the tax software could use some more help for repeated NY 1099-R issues. But complaining here does little, as we users can't change it. Call Customer Support and have them help you...maybe if the get enough calls/complaints they'll get on the software folks case to change their instructions to be more helpful.

ONLY dollar amounts are permitted in box 14. Leave all boxes 14-16 BLANK.
(14a & 14b just allow for two states).
NY tax department requires a value in box 16, even if empty on your 1099-R.
box 16 should have the value of box 2a entered into it...or the Federally-taxable amount of box if box 2a is empty or "undetermined"
Box 14 would be empty if your paper form says "exempt"

What makes the actual distribution exempt from NY taxes (only if you still live in NY), depends on what you checked on a follow-up page after the main form....used to look like the following, but selections might have changed some over the years:

This answer did not work. Either way, if there was no state tax withheld for gross distributions whether they we not taken ($0) or were taken $ xxx.00) no amount works in 14 a. I cannot use Turbo tax. Must get help or will transfer to competitor.

Box 14 has an amount entered however there is no entry in box 16 of the 1099-R. I'm assuming I incorrectly withheld NY State Taxes. I cannot complete my e-filing as a result. Is there any way to fix this? Should I just mail in my return?
NOTE: prior to 2020 the state tax was in boxes 12-14, 2020 renumbered those boxes to 14-16.
If there is no dollar amount in box 14 on yiur 1099-R then all boxes 14-16 must be blank.
If there is a dollar amount in box 14 then:
Box 16 is not usually required because it has been an 1099-R industrial standard for many years that if there is only one state in box 14 & 15 then the box 1 amount does not need to be allocated between two states - the entire box 1 amount is understood to be the state distribution so box 16 is just left blank.
But recently, there are at least two states (one being NY) that will reject 1099-R's with a state tax and a blank box 16 so it is okay to enter the box 1 amount into box 16 to satisfy the states requirement.
