I prepaid on October 24, 2019 for Turbo Tax Deluxe. In doing my return I upgraded to Premier. You will now not let me file unless I pay for Premier in full rather than the difference between Premier and Deluxe.
Sounds like you bought the Desktop CD/Download program but ended up using the Online version. They are different. The Desktop Deluxe program has all the forms so you didn't need to upgrade.
You need to install your Desktop Deluxe. Then You can move your Online file to the Desktop program and continue without paying for Online or needing to reenter your info.

After you get the program installed the first thing to do before you open your tax return .tax file is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW).
