My sister was joint tenant on several common stocks; Mom died in 2017 and 1099-DIV are still using Mom's SSN; how do we handle reporting dividends on tax return.

Your sister should report the dividends on her tax return.  Your sister should notify the broker/dealer or the custodian holding the stock and them put in you her name.
