Because some people have been able to move past this error after installing the update, I think the issue causing you and others to still be stuck must be related to a hiccup with actually getting the update fully installed; let's confirm your state update with these steps:
- Select View Installed Updates from the Online dropdown menu
- Press the [+] next to California fiduciary to confirm your software received the February update
