You can't clear and start over in TurboTax online if:
- You're using a free TurboTax product and have already registered (free users are asked to register their accounts before they file)
- You're using a paid version of TurboTax and have already paid
If that is not the case and you are still unable to clear and start over, I would suggest reaching out to TurboTax customer support
