The user already indicated...they like getting the tax refund in the "13th month" so to speak.
Some taxpayers just like to have that refund at tax time. If they learn to live on the monthly income during the year, the refund just gets to be like extra fun money at tax time. No particular reason to talk them out of it, if that's what they really want.
