Turbo Tax states I didn't qualify for the Lifetime Learning Credit (true) but at the end won't let me submit a "simple" tax return because it says I earned the credit?

No, not unless Box 5 is larger than Box 1 and you need to claim additional taxable income. 

Even then, the scholarship income can be entered without using Form 1098-T.

 

Do you need to report scholarship income? 

Did you get more in aid than what you paid towards tuition, book and supplies?

Please delete the forms associated with the education credit.

To upload a picture of your 1098-T, you will follow these steps:

 

  1. Sign in to TurboTax
  2. Click Deductions and Credits
  3. Search for 1098-T 
  4. Click Start next to 1098-T
  5. Answer general interview questions until you get to the screen, "How would you like to enter your 1098-T?"
  6. Click snap a photo with your phone (see screenshot below0
