I am a fully funded graduate student, do I qualify for a 1098t exception? A fellowship paid my tuition.

What are you talking about? Exception to what?

It’s a question that pops up after it asks if you have received a 1098t, and answer no. The question also confuses me.

The program tells you all the conditions for not needing a 1098-T.  If you meet those conditions then you check you have an exception.

It says if you haven't received the  1098-T from the school, called to inquire about one, and cooperated in giving the school whatever information they need, or the school is not required to file a 1098-T, then you qualify for an exception.  It has to do with why you did or not receive a 1098-T.

Okay thanks! So I reached out to my university and it sounds like they don’t  need to send one since my fellowship exceeds my tuition, so I think that means I qualify? In which case I went on to answer my fellowship amount, how much went to tuition, housing, stipend, etc.
