I just checked the Online TurboTax forms availability FAQ and the Form 1040X is now scheduled to be released sometime on 3/26/2021.

Wait for the IRS to finalize your return before sending in an amended return.

Generally, Form 1040-X,  Amended U.S. Individual Income Tax Return, must be filed within three years of the date the original return was filed, or within two years of the date the tax was paid, whichever is later.

I spoke to a represenative and they stated it would be ready 3/25 but theyu apparently don't know either because the software says 3/26.

Use IRS form 1040X to correct a previously filed IRS form 1040.  Make sure that IRS form 1040 has been filed, accepted and refund issued.

Forms availability says that the form will be available March 26.

Please refer to this link for the TurboTax Expected Availability dates for federal forms by version name:

Expected Availability of Federal Forms per version

Per the above link, the online version is expecting to have the 1040X available on 3/26/2021 for paper printing or e-filing.

The online 1040x form is available in the software but there appears to be no option to file an amended return electronically?

If you are filing an amendment to compensate for the change in how Unemployment is taxed, the IRS does not want a 1040X for that. They will adjust the return which is already in their system.

If you have other reasons for amending, allow some time for any other updates the program is going through.

The 1040x is available. To enter you income on Schedule C, follow these steps.

Schedule C is supported in TurboTax Self-Employed (both online and in the mobile app) and in all personal 1040 versions of the TurboTax CD/Download software.

To set up your business:

  1. Open or continue your return.
  2. Search for schedule c and click the Jump to link in the search results.
  3. Answer Yes to Did you have any self-employment income or expenses?
    • If you've already entered self-employment work and need to enter more, select Add another line of work.
  4. Follow the onscreen instructions.

Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.

See this TurboTax support FAQ on amending a tax return originally completed and filed using the 2020 TurboTax editions - https://ttlc.intuit.com/community/amending/help/how-do-i-amend-my-return/01/27439

@jammerg55  Refusing to pay a balance due to the IRS isn't exactly an option.

This number looks like perhaps what happened was that you input you had not received the second stimulus of $600 and then it was later received,  or that their records show it was sent (in which case you will need to initiate a trace on the funds.)

The balance is due to the unemployment due to covid19. It will go away.
