print forms and mail to send to government

Its telling me to print and mail this form into the government

It sounds like your return is set to be mailed vs e-filed; Turbo Tax facilitates the filing of both options. If you are not wanting to mail your return then you will need to switch to e-file by following the steps below:

it wants me to print the 8453 form which directs me to the 8949 form to print and send in even though I e-filed already

This popped up on two of the three trust e-file returns I filed.  The Turbo tax summary form only contained the trust name and address, indication that I had signed form 8453-FE, that I needed to keep copies of my return, and no refund or amount due.  No tax ID for reference, no date, or income, or expense, and no address for mailing.  I received verification that each of the returns were accepted by the IRS.

Do I need to mail this summary form to the IRS and to what address?

If your tax return was accepted, they have all the information they need from you. If that form was to be mailed in, it would have the address it needed to be mailed to. Keep a copy for your records.
