My Federal Taxes were taken out of my account, but my state taxes were not. I can't figure out how to recreate the instructions telling me what needs to be mailed in.

Printing your tax file should have a state voucher, to mail in with your check.  but many states also have a Payment site on their State DOR webpage to arrange the payment as either a Direct Debit, or as a CrdtCard payment.

(If you see 4 payment forms, those are for prepaying 2017 taxes, not your 2016 taxes due...look for a single 2016 payment voucher)

Is there a way to recreate the instructions that pop up before you submit taxes?

Desktop yes.

Online, possible but dangerous...

Heck...dangerous even in Desktop.....you have to go thru the filing process again, and might end up submitting a second time.....not that it would go anywhere.

You should have a State Electronic Filing Instruction sheet(s) as a part of you PDF file....that tells you what other steps you have to take.....especially if you have to pay separately from your e-file.
