Turbo tax would not help me issue a 1099-NEC until after I had paid for my return. I proceeded to finish my return so I could pay for the software. I figured I could go back and issue the 1099 for a contractor after I had paid. The software will not let me access my return now and I cannot figure out how to get help e-filing a 1099-NEC for my contractor.

I may add that the 'Quick Employer Forms' is not available if you are using 'Turbotax Self Employed'. You must be using 'Turbotax Business' at a minimum. Your reply did allow me to access my return even though I could not issue the 1099-NEC.
Employer Quick Forms is available in TurboTax Self-Employed after you pay for the current year of Self-Employed. It is also available on the Desktop Home and Business version. It is not available if you are working Online Self-Employed and have not yet paid for the software.
Here are the steps to follow in Self-Employed:

For Online Self Employed version,
Log into your account
Scroll down to Your Account and click on Show
Click on Create W-2s and 1099s

Click on it and the side box will open, Then click on Quick Employer Formsin the side box.
