The IRS sent me a certified letter saying that Form 1116 was missing from my 2020 return and I now owe them more $$. Why didn't TurboTax send this form with my 2020 return? No additional funds would have been asked for and the truly unnecessary Certified Letter would not have been sent.

You did not answer my question. The question is Why didn't TurboTax send the Form 116 with my taxes when I filed? If it had been sent I would not have received the Certified letter. In response to how to handle the letter, I just paid the $33 they said I owed. Another $33 paid because TT did not file the form with my taxes.
When you reviewed the 2020 return, does the form show within the return?
