2017. I wasn't able to then but I can now. I cant find contact number for me to call.
Wasn’t able to what? File your 2017 return? Did you fill it out in the Online version? Online is closed for 2017. Online is only for 2018 now. If you need to finish 2017 you have to use the Desktop program on a full Windows or Mac computer.

I don't understand your question. When you file your tax return you either have a payment due or your get a refund. You don't pay and then get a refund.
I have filed my 2017 Tax. But I need to pay this amount before I have my tax refund money. Just curious how I would be able to pay my tax online or other options to pay my tax for 2017.

It seems like you are confused as to whether you owe or are getting a tax refund. It cannot be both. LOOK at your tax return:

On 1040EZ look on line 13a for a refund OR Line 14 for a balance due that you OWE
On 1040A look on line 48 a for a refund OR Line 50 for a balance due that you OWE
On 1040 look on line 76 a for a refund OR Line 78 for a balance due that you OWE
I got it. I owe 1040EZ. That is reason why I did not get my refund. I owe. Someone has pointed direction for me to pay my taxes that I owe.
You still do not make any sense. If you owe additional tax then you do NOT get ANY refund. You only get a refund if you do not paid too much tax.
You do not see an amount on line 13a of that 1040EZ,, right? That means you will NOT be getting a tax refund. And since you are late in paying the tax you owe, you can expect a bill later on from the IRS for your late filing penalty and interest on the amount that you owe. TurboTax will not calculate that amount. The IRS will figure it out and bill you for it based on how much you owe and when they receive your payment.
Most likely I wont be getting my refund since it is late, if I owe IRS.

You are not getting a refund because it is IMPOSSIBLE to both owe the IRS and get a federal refund for the same tax return. It is one or the other--not both.
You say you "filed" your 2017 tax return. What did you do ? Did you e-file it or did you mail it in? And what do you mean by "one more payment?" When did you begin a payment plan with the IRS? Was the plan for 2017 or for some other year?
Do you owe for a past year? They will keep any refunds you get if you still owe.
If you filed a tax return showing that you owe, then you don't get a refund. Your tax return is a document that calculates the amount of tax you owe (your tax liability) based on your income, deductions, dependents and credits. Then it compares your tax liability with your payments into the system, either estimated payments or withholding from wages. If your withholding is more than your tax liability, you get the difference as a refund. If your payments are less than your liability, you owe additional tax to the government.
While most people get a refund (because their paycheck withholding is more than their eventual tax) it is not guaranteed. Every tax return is different. If you owe additional tax for 2017 (because you did not have enough withheld from your pay) then you need to pay it ASAP. The IRS will charge you additional penalties and interest for every month you are late.
If you want a larger refund in the future you would need to change your W-4 at work to reduce your number of allowances you claim, that will result in lower take home pay with a higher refund at the end of the year. Although, there are so few pay periods left in 2018 that changing it now probably won't make much difference to your overall refund for 2018.
