If I have not received my federal refund within 21 business days, who should I contact receive an update? I have checked the IRS2Go mobile application and their website.

As I've done for more than 15 years, I used TurboTax to complete and submit my federal and state tax returns.   My state return amount has been received.   It's been than 35 calendar days and 24 business days.   Every time I check status, I get the same lame answer "Your tax return is still being processed.  A refund date will be provided when available."    I could really use the refund amount and have never waited this long before.   Is there an actual human being that I can talk to and who can help identify why the delay?

Only the IRS can answer that question but as you have guessed it will be next to impossible to get someone to look at your individual case. You just have to wait.
