I need to amend my return but Turbo Tax says to wait and amend after I get my refund which I haven’t received and it’s been more than 21 days. What do I do?

IRS Form 1040X, Amended U.S. Individual Income Tax Return is estimated to be available on 02/28/19

The tax return should not be amended until the tax refund has been received from the IRS.
