I forgot to add union fees on 2016 tax return. I know I can't add it now; however, can I add it as 26 CFR 1.179-3 - Carryover of disallowed deduction?

No.

Union Fees do not qualify for Section 179, so that does not apply.  Even if they did (but they don't), you would still need to enter it on your 2016 tax return so it could be carried to 2017.

If you want to claim those fees, you would need to amend your 2016 tax return.  However, that deduction is in a category that limited to the amount over 2% of your income, and would further be reduced or eliminated if you don't usually Itemize your deductions.  In other words, there is a good change it won't save you any money to amend.  However, you may want to try it to see if it does do anything.
