To amend your return, wait to see if your return has been accepted or rejected by the IRS or state. If rejected, you can correct and re-send your return. If accepted you should wait until your return has been processed and you receive your refund or confirmation that any tax due has been paid. If you file an amended return while your first return is being processed it can cause extended delays for both returns if two returns are in the system at the same time. In addition, if the IRS makes any change on your original return, you might end up having to amend the amendment. Amended returns can only be mailed - allow 8-12 weeks - can take up to 16 weeks (4 months) for processing.

I haven’t completed the State Tax info because I live overseas. I have finished the Federal portion. Ok. Nothing has been sent to the IRS, right?
I filled online yesterday. I had started the filling on this app and stopped. I continued to see how it would work. (I know. Not so clever)

If you have clicked the orange "Transmit My Return" button for your federal taxes, you have sent them to the IRS.
At this point, you would need to wait for them to be Accepted or Rejected. If they are rejected, you would not need to complete an Amendment to your return. You would just correct and add the form data. If they are Accepted, you may need to complete an Amendment using the instructions posted above.
You will send your return when you are finished. If you finished the Federal and simply saved it, it was not sent to the IRS. You can log back in and complete the State part and e-file the returns together. Nothing will be sent to the IRS until you click the Transmit Now button in the final step.
