I entered a 1099 R for 2019 and can see it in the 2019 transcript but Turbo tax is requiring this information again filing my 2020 taxes. Why?

Turbo Tax does not keep copies of your 1099, and when you enter one from the prior year it will carry over to the next year. 

 

If you do not have a 1099 for the 2020 tax year, you can follow the instructions here to delete the form.
