I chose to have my fees taken out of my refund and got a message from turbo tax I need to pay fee and still have not received my refund due to a 60 day review.

If the IRS adjusted your refund or it's taking too long and you still need to pay the fees you should get an email and directed to pay here.  If you don't pay the SBTPG bank will directly debit your account.
