I already got my return and I need to ammend it but TurboTax is saying my 1040 isn't ready and I need that to ammend. Is this normal?

IRS Form 1040X, Amended U.S. Individual Income Tax Return is estimated to be available on 02/22/19

The tax return should not be amended until the tax refund has been received from the IRS.
