If you used TurboTax to prepare your 2017 federal return you can go back into the account and download the desktop software to prepare the 2017 state return. You have to download to a full PC or Mac--not a mobile device. And you have to pay for the software. The return will have to be sent in by mail--it cannot be e-filed.
Or you could get the paper forms from the state and prepare them by hand to mail in. You will need a copy of your federal return for 2017 in front of you because you need information from it to prepare the state return.
