How do I file 2023 renters rebate. Online says to amend return but the option doesn't come up when you click to amend

Landlord just finally gave me last year's certificate of rent paid. Still waiting on previous years. I need to file but it says I gotta go thru here

A rent credit is a state credit so if you need to amend a return, you have to amend the state return. Or you might be able to go to the state's web site to work on the rent credit. You have not mentioned what state you are asking about so we cannot provide specific details for you.
