Horrible IRS availability

Every time I submit my federal and state tax forms via e-filing, I always get it back as rejected due to Identity Protection Pin.  I have put Identity Protection Pin from previous tax year (keep in that mind, I never received CO10A form that includes new pin for Identity Protection this year).  It keep rejecting my files.  I attempted to go to IRS online (I have had to reregister for accessing to IRS website to get my Identity Protection Pin.  They won't allow me to do it.  I am so FRUSTRATED.  IRS website and phone numbers aren't helpful.  Where do I go for help?

If you are not able to get this number, your only option would be to print and mail in your return.
