Are you using Adobe Reader as your default PDF viewer? If so, be sure you are using an updated version.
TurboTax 2016 requires Adobe Reader 11 or higher.
If that doesn't solve it, then try this:
Open the PDF file in Print Preview.
Click the File menu at the top and select Print (or there may be a little printer icon you can click.)
In the print popup click on Advanced button/tab to open the Advanced Print Setup window.
Click "Print As Image."
NOTE: Selecting the Print As Image option usually increases the printing time.
Click OK.
Click Print.

I added below the Adobe Reader requirements.
TurboTax 2016 requires Adobe Reader 11 or higher.
That did not work. I'm using Adobe Acrobat Reader DC. Turbo Tax is now saying my return is not complete so it cannot print. I have already e-filed and the return is considered complete except for being able to print.
