Do i have to mail my amended return?

Amending for 2015 will not be finalized until mid-February. See this TurboTax support FAQ on amending a tax return. It will be updated as the 1040X becomes available -https://ttlc.intuit.com/questions/1894381-how-to-amend-change-or-correct-a-return-you-already-filed

• An amended return, Form 1040X, can only be printed and mailed to the IRS, it cannot be e-filed.  
• The IRS will take 16 weeks or longer to process an amended tax return.
• Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.
• 3 weeks after you mailed your amendment, you can start tracking its progress at the IRS Where's My Amended Return? site.

Yes, you must file amended returns using paper forms and mail it to the appropriate agency.

So I can't go back into the tax record and amend it even though the irs accepted it???

You can do your amended return on Turbo Tax but you cannot file it electronically with the IRS. You will need to print and mail it to the designated address. In Turbo Tax you choose "File an amended return".
