Can my 2017 TurboTax w/state software do an amended Pennsylvania state tax form?

Yes, if you have the 2017 Desktop version of TurboTax.  If you do not have the Desktop version you can purchase it by going to https://turbotax.intuit.com/personal-taxes/past-years-products/.  If you need to purchase the Pennsylvania state program, you can do so from within the Federal program.
