Can I start over filing my taxes after I filed online but did not submit to the local tax department?

What do you mean by "filed online"? If you efiled your tax return and it was accepted by the IRS, you would have to prepare, print and mail an amended return to make any changes to the return you efiled.

 

If you chose to print and mail your return and did not yet mail it, you can make any changes you want to your tax return before filing it.

I chose the option to print and mail, which I have not done yet.  Am I able to start all over completely?

TurboTax sends nothing to the IRS for a printed return. If you have not yet registered or paid for the program, you can clear and start over: https://ttlc.intuit.com/questions/2586254-using-clear-start-over-in-turbotax-online

 

If you are unable to clear and start over, you will have to edit your tax return entry by entry to make any necessary changes.

 

To get back into your return after printing or e-filing, please follow these steps:
1. In TurboTax Online, sign into your account.
2. Select Tax Home in the left menu.
3. Scroll down to Your tax returns & documents.
4. Select 2019, and then select Add a State (You're not actually adding a state, this just gets you into the right menu).
5. Once you're in your return you can navigate around as usual.

I had already paid for the TurboTax  program can I still follow the instructions provided?

If you haven't mailed it or efiled it yet you can go back in and change or add anything you want.  Click on Add a State to let you back into your return.

I’ve tried the directions provided but when clicking “clear and start over” it won’t allow me to. “Once you register your tax return or pay any TurboTax fees, we can no longer clear and start over”.

Would I be able to start a whole new tax return and take the loss on the fees I paid?

No.  You can't clear.  Just go back into your return and manually change anything you need.

 

But if you don't mind losing the fee you already paid and to pay for another account, you can set up a new account.  Online is only good for 1 return per account.  But you can use the same email address for 5 accounts.   How to start another return in the Online version

Or call in and ask to be switched to the Desktop program.  That has more features and advantages over the online version and can do more than 1 return.

Got it. I guess my concern is that if TurboTax submitted my return already and if I submit another return the IRS would question why am I filing two returns. 

But just to be clear, TurboTax does not submit any documents to the IRS or local tax departments after I opt to print and mail return?

Right.  You have to print and mail it yourself to the federaland state and any local city returns. Only if you efile does Turbo Tax sand it.  

 

Do you think you might have efiled?  You can double check that it wasn't efiled here

When trying to e-file next screen popped up informing me that, “E-File is not available because your tax return includes forms that can't be e-filed. Revisit the Review section to see which forms. Make sure to mail your return by July 15, 2020“.

So that confirms that I’m able to take the loss and restart the process...?
