D-400 is the North Carolina individual income tax return. Most likely, the state department of revenue in North Carolina doesn't have the form ready to be processed yet, so you will have to wait until it is ready.

Last time I checked to see the expected dates...the NC D400 was supposed to be ready in the software after 27 January

Ok ... if the fed is ready now you could efile it now and then efile the state later  HOWEVER  if your fed has any CTC or EIC on it then the return will not start processing until mid February or later  so you could wait to file them together.

So does this mean that everyone in NC has to wait on the D-400? I was a little confused about that form in general, and I tried to ask the support people and they didn't have a great answer for me.  It says today- that the e-file version won't be available until March 3.

No, people who fill out the forms manually...by hand and without the software, could certainly mail-in their hand-prepared forms now.

......But ....

1) The state does not expect to start on any of them until the middle of February, and 2) any manually prepared form might not even get entered and processed for many more weeks or months  (depends on their non-COVID staffing level).....AND...e-filing in early March might still be much faster.

Did you figure this out? We’ve never had to wait for this form D-400 now it’s saying we have to wait for it. I’m confused

@Hvidaljr   The state forms to PRINT, will be ready by the end of the week  27 or 28 January.

The state forms to E-file? not until 3 March (so far)

The NC State DOR has announced they are delaying the start of their tax processing season, due to late legislation/tax changes instituted by the NC legislature (and, likely reduced staff due to COVID)

I had gotten to the end of filing my taxes and I got this notification also. It said  that I couldn't file until 2/17/2022 due to a form D-400 pg 1, 2. So I googled it, and it had year 2018 on it. Did anyone else have a year on theirs?

I'm really confused about this form in general. I've never seen or heard of this form the past decade I've been doing my taxes. Nothing has changed for me eg. not married, no kids, haven't bought a house etc so why do I need this form?

The Form D-400, Individual Income Tax Return Main Form is the tax return you file for the state of North Carolina.  It is estimated to be available for filing on 02/17/2022

Do you know if this will keep me from getting my federal return processed

It gives you the option to keep going and just come back to fill state whenever the form is ready. Now, I do not know if proceeding without state will delay processing. However, considering they are technically separate and usually process differently anyway, I do not see it being an issue.

I am not a tax professional and this is not legal advice. This is just my personal opinion. Hope this helps!

The fed and state are processed by totally separate taxing authorities so filing the fed without the state will not affect anything.  Folks file them separately all the time.   The only thing you cannot do is efile a state BEFORE the feds.

I’m not understanding. Why do I have to fill out this form? I’ve done my taxes for years and never had to do one of these. What is it? Why now?

Are you full year resident of North Carolina?  If so, then you have to file a North Carolina Form D-400, Individual Income Tax Return

Form D-400, Individual Income Tax Return for tax year 2021 is estimated to be finalized and available in TurboTax on 02/17/2022

No.  The Form D-400 has been the North Carolina state income tax return for years.
