Did you actually get your federal refund yet?

If the IRS is taking too long to send your refund you still have to pay the fees in time.  After 36 days after your original estimated refund date.

See What if the IRS reduces your refund or delays it.

Then when the IRS does send your refund they won't take the fees out again.

And, Why you got charged,

If you requested to have your TurboTax account fees paid from the federal tax refund, no payment was made from your account when you filed your tax return.

See this TurboTax support FAQ for paying the TurboTax account fees when the federal tax refund has been delayed - https://ttlc.intuit.com/turbotax-support/en-us/help-article/intuit-account-billing/bank-account-auto-debited-turbotax-fees/L3rDdVynu_US_en_US?uid=lxkrhl1z

You will need the receipt from when you paid the first time.  If you have that on your bank statement or credit card, then call customer service and if you were double charged, they will refund one of the charges.  Customer service will see both charges.  You may have had the fees taken out of your refund and in that case there will only be one charge.
