Only you can submit your taxes. TT then sends you an email to say they have been submitted, and a second one they have been accepted or rejected.
You didn't notice for several years that you never got a refund (or that your taxes due weren't paid)?

I asked why you never noticed that you did not get a refund, and therefore checked to see if the return had been submitted.
no, actually I hadn't noticed..but I did reseach my information and can see that I paid not once but twice on the same date from my bank account $42.45 and since they taxes were never submitted, why haven't I been refunded?
You have to call customer service. Just paying the TT fees, though, does not file the return. You have to go through the File tab and hit the Submit/Transmit button.
clearly I must have missed a step but I paid so I want to know how I can receive a refund but you cant speak with anyone unless you pay again
I am only a volunteer here, but I they may not give you a refund after all these years.
