Would the Covid-19 stimulus checks be considered "disaster distribution" according to the powers that be?

I need assistance understanding this question...

"Did you take a disaster distribution at any time between 2018 and 2020?"

disaster distribution refers to your own tax-deferred savings accounts, IRA or 401k

NO, the Economic Impact Payments (stimulus) were NOT a disaster distribution.
