If you applied for disaster relief in 2017 the it is spread over 3 years. If not then delete the 1099-R and answer no to all the disaster questions.
The IRS must update the form for 2019 and they have yet to do so. The 2019 version of the form is still in the draft state. BTW: that form will never be able to be e-filed it is paper file only. The IRS is not going to program it's e-file system to accept such a rare form.
