Will the 2017 software have the new tax code in it to accurately determine quarterly estimated taxes for 2018?

If not how can one determine estimated quarterly taxes

It will but probably not until sometime late February or early March ... come back then to complete the estimated payment section.

Of course if you just use the safe harbor option you can base it off the 2017 tax liability when you have completed the 2017 return ...
